Exhaustion is about depth: you have been worn all the way down, and rest is the obvious answer. Drained is about emptiness, and rest has often already been tried without effect. Burnout is a narrower thing, tied to work and to the collapse of meaning in it, where drained can follow a virus, a bereavement or a long stretch of caring for someone and has nothing to do with your job at all.
